Library is an extension of the human memory. It is the repository of human culture, oral and written. In modern sense, the library is the logical laboratory for learning about human interaction with information systems and intellectual processes associated with information acquisition, integration and problem solving. With this motto Capt. Jintu Gogoi , Vir Chakra Library was established in the year 1992. As per the resolution of Governing body and both teaching and non teaching staff of the college, the college library has been renamed as Capt. Jintu Gogoi , Vir Chakra Library as a mark of respect to the great son of Khumtai, the Kargil Martyr Captain Jintu Gogoi. Library has a total 16500 books , 15 periodicals and 6 daily Newspaper. Besides the textbooks and reference books it has got a good numbers on special collection on Women and Gender related issued, World Classic Books, Books on North East India; Books on Gandhi; Biographical Books ; Books on Satra Institution & Culture; Books on Folk literature and Culture of various tribes of Assam and North East India, award winning books of Sahitya Academi etc. The library also has some rare books which have both academic and social value. The library is under the process of automation using SOUL 2.0 software. Besides the print journal/ periodicals the library has been the member of NLIST E- Resource consortium since 2014.
AIM AND OBJECTIVES OF THE LIBRARY:-
The basic aim of this college library is to establish a right contact between the right reader and the right books and to provide right information to the right reader at right time in right way.
The main objectives of the library are as follows:
- To serve the curricular, cultural and general educational requirement of the academic community.
- To provide an active information service.
- To help the students in preparing them for advanced studies and for shouldering the higher responsibilities in future life
- To create love for books.
- To provide suitable reading environment.

“LIBRARY RULES”
1) Working Hours:- The library remain open on all the working days expect on National and Gazetted holidays as under:-
Semester Period:- Monday to Saturday : 9.00 A.M to 4.00 P.M
Vacation Period :- Monday to Saturday : 10.00 A.M to 4.00 P.M
Working Hours of Circulation Counter and the Stack Room:-The Circulation Counter and the Stock Room will remain open from 9.00 A.M to 4.00 P.M during semester period and from 10.00 A.M to 4.00 P.M during vacation period. The readers will be extended the privilege of direct access to the General Stack Room. Readers are not to shelve the books taken out by them for circulation. They should, instead, either hand them over to the Library Attendant on duty or place them out on the table lying there.
2) Admission to the Library:-
Any person eligible to become the member of the Library if he or she gets admission in any course of the college. All the teaching and non- teaching staff of the college become the member of the Library. Even the temporary staff of the college can be the member of the same with due permission of the Principal of the College.
On entering the Library, every student member shall be required to write legibly his/her name, class and Roll No in the register specially provided for the purpose. Such a signature will be taken as an acknowledgement that the members agree to abide by the Library Rules.
All the personal belongings except purses and note- books shall not be allowed to be carried with the readers beyond the issue counter. These shall be deposited at the property counter.
The readers shall keep silence within the Library premises.
Pets such as dogs, cats etc. shall not be admitted to the Library.
3) Procedure for Enrolment and Privileges of the Members:-
Each member will be provided with one Library Card which is non Transferable at the time of enrolment.
Membership of a student will remain valid till he/she remains on roll or get his/ her roll number for appearing in their final Semester Examination of an academic year. The Membership of the members other than students will remain valid till they remain employees of the College.
A student can take maximum 5 books at a time for 15 days. The teachers, Principal, Librarian can issue maximum 10 books at a time for 30 days and the non – teaching staff of the college can borrow maximum 5 books at a time for 30 days.
The members cannot sun – lend the books to others issued from the Library.
If the books are not returned on the due dates, an overdue charge of Rs. 1 rupee per book per day will be charged for the period the books kept beyond the due dates. The Librarians shall have the power to remit such overdue charge.
In case any book is lost or injured by the member, the member will have to replace the book or will have to pay the double of the price of the book as a cost of replacement. If a book is one of the volumes of a set, the reader may be asked to replace the whole set.
If a member does not pay off the Library dues, the privilege of borrowing books may be suspended till he/ she deposits the requisite amount.
A book which is in great demand may not be reissued to the same students on consecutive days even if he / she want.
No book will be issued on loan which in the opinion of the Librarian, is not in a condition to be safely handled by the borrower.
Reference Books, Rare books, periodicals and Newspapers may not be issued generally except with the written permission of the Librarian.
The books may be renewed if the same are not in demand or are not reserved by other readers. The renewal will be done generally on the physical presentation of the books.
If the readers lost the Library card, a fine of Rs 80/- will be charged and duplicate card will be issued to the concern readers. The loss of a card must be reported to the Librarian immediately.
A member will obtain a Clearance Certificate from the College Library after returning all the books issued, surrendering the Library card and after paying all the outstanding dues.
General Rules:-
The Librarian/ Library Committee shall have the power to refuse the issue of a book to any member or Librarian may recall any book without assigning any reason therefore.
The readers must behave in a civilized manner. The Librarian may expel any person if the presence of such a person is liable to create law and order situation
The readers are liable for punishment and fine if they either misbehave or damage the books or any other property of the library.
No person entitled or permitted to use the Library shall mutilate, disfigure , deface by writing in the margins, by under-lining sentences, by marking passages or by damaging in any other way a book, periodical or any other any other property of the Library.
The Librarian reserve the right to suspend/ cancel the membership privilege of any members found misbehaving with the Library staff or for any other indecent behavior. Such a member is also liable to be expelled from the Library.
The Library Rules may be altered or amended or new rules may be added to the existing ones with due advise from the Library Committee and amended with due permission from the Governing Body of the College.
